COAH approves Manalapan's affordable housing plan MANALAPAN — The state agency that oversees affordable housing in New Jersey has given its stamp of approval to Manalapan’s latest affordable housing plan. Lisa Ryan, a spokeswoman for the Council on Affordable Housing (COAH), said Manalapan’s affordable housing plan received certification at a meeting held earlier this month. She said the certification means that COAH administrators have determined that Manalapan’s Housing Element and Fair Share Plan meets the requirements of the Fair Housing Act and provides a realistic opportunity for affordable housing. Also, it means that Manalapan is protected from builders remedy lawsuits. Manalapan officials submitted the township’s third round affordable housing plan to COAH in late 2008.
