Supt. to propose program cuts MARLBORO — On Nov. 14 at 8 p.m. at a Board of Education workshop meeting, Superintendent of Schools Dr. David C. Abbott will be presenting the administration’s recommendation of cuts based on a nine-month audit of all programs presently being delivered in Marlboro’s K-8 school district. According to a press release, it is expected that the superintendent will propose a minimum of $500,000 in cuts. "The audit was conducted for the express purpose of exploring ways in which the district can deliver the same high quality education to our children in as fiscally responsible a way as possible," said Abbott. "I invite all Marlboro residents to attend this public meeting to hear administration’s proposal, and to offer input to the board. The board and administration want to hear what the public has to say. Now is the time to speak up." Abbott’s recommendation is part of his commitment to cut $2.1 million from the present budget in order to begin the 2003-04 budget process at zero, or no tax increase. Last year, in order to reduce the total amount of the proposed tax increase approved by the board, the board moved $1.9 million out of fund balance (a "savings account"). This was a one-time transfer. These funds no longer exist, according to the press release. Approximately $200,000 came from a transfer of interest money earned from bond issue, also a one-time transfer. Bond monies have since been paid so there is no longer significant principal upon which to earn interest. Overall, it is expected that a budget increase of some amount, not yet calculated, will be necessary, because along with the opening of a new school (Marlboro Memorial Middle School) comes additional staff costs. The student population continues to grow steadily, and is expected to continue into the immediate future, according to the press release. This presentation marks the beginning of 2003-04 budget discussion, which will culminate at the end of February when the board puts forth a proposed 2003-04 budget to the community. Residents will vote on the budget in the April school election. |
