           The Monmouth County Library Commission reorganized at its meeting on Jan. 8 at the library headquarters, Manal-apan. Renee B.       Writing class for seniors slated in Manalapan
           The Manalapan Township Senior Citizen Center will offer a free writing class, "The Looking Class," at 10:30 a.m. Mondays, beginning April 22, at the center, 211 Freehold-Englishtown Road. The course in memory stimulation is designed to activate thinking and enable seniors to capture in writing episodes that may have been long forgotten. The class is funded by the title III program of the Older Americans Act, as amended through a grant from the Monmouth County Office on Aging. Registration is required.       County budget provides for local road improvements
           The Monmouth County Board of Freeholders has approved a $376 million spending plan for 2002 that lowers the county tax rate by 2 cents per $100 of market value. Spending increases by approximately $24 million above 2001.
